What are Rockingham County Public Records?

New Hampshire's right-to-know-law defines public records as any information created, accepted, on behalf of, or obtained by any public body. The records include any written communication or other information received by a quorum or majority of a public body in the course of carrying out its official function, whether at a meeting or outside of a meeting of the body.

Not all records, however, are open to the public. Records that are sensitive or restricted by the Act will not be disclosed to the public. The following are the records not disclosed to the public, they include:

  • Records pertaining to internal personnel policies and procedures.
  • Records of medical, welfare, library patrons, and videotape sales or rentals.
  • Any other records whose disclosure would be an invasion of privacy, such as confidential, commercial, or financial information.
  • Notes or materials created for personal use that is not intended for official use, such as notes or materials created before, after, or during a public proceeding.
  • Drafts, notes, and memoranda, as well as other documents that have not been finalized and have not been disclosed, circulated, or made available to a quorum of a public body.
  • Certain law enforcement files (but not all).
  • The written legal advice.

Requesters should be aware that if only a portion of a government record is legally protected from disclosure to the public, the portion that is not protected will be made available to the public.

In addition to government agencies, some public records may also be accessible from third-party websites. These non-government platforms come with intuitive tools that allow for extensive searches. Record seekers may opt to use these tools to search for a specific record or multiple records. However, users will need to provide enough information to assist with the search, such as:

  • The name of the subject involved in the record (subject must be older than 18 or not juvenile)
  • The address of the requestor
  • A case number or file number (if known)
  • The location of the document or person involved
  • The last known or current address of the registrant

Government agencies do not sponsor third-party sites. Because of this, record availability and results may vary.
